What is a dry lined wall:
It is now common practice in new houses, the internal wall is usually built out of blocks, then plaster board is glued to it, the joints are then filled and sanded to produce a good finish for painting etc.
This leaves a small gap between the board and blocks behind of about 20 mm, the frame fixing will bridge this gap with a specially designed plastic plug which helps prevent the plaster board splitting when the screw is tightened up.
